I probably would... it can't hurt to have (another) unbiased measurement.... honestly, the only people that wouldn't want it would be ones with lower numbers... anyone who is comfortable with their size (or lack thereof) it's not a problem.

OMG that is too hilarious. Maybe they should print, "Warning objects in condom may appear larger in the mind of the user than in actual reality. Condom measurements are calculated in inches not centimeters." :-)

If you got it flaunt it, this lets you flaunt it if you have something to really show, but I doubt a ruler is really necessary in those cases. For most of us, I am sure we will not use the condoms much if at all.
